This unity, it said, stems from a deep commitment to protecting the Palestinian people, addressing their urgent humanitarian needs, and safeguarding their inalienable national rights.
Hamas underscored that the occupation's cessation of hostilities and an end to its aggression constitute the fundamental prerequisite and the essential first step toward the implementation of any agreement. The movement further called for the establishment of a clear framework and timetable for all provisions agreed upon, stressing that the execution of Phase Two remains contingent upon the occupation's full compliance with all terms of Phase One.
Regarding the sensitive issue of heavy weapons, Hamas clarified that its inclusion within the agreement framework is explicitly conditional upon several interrelated factors. These include: a complete and unequivocal halt to all forms of aggression, a full withdrawal from the Gaza Strip, the facilitation of recovery and reconstruction efforts, the entry of the Administrative Committee, the deployment of international protection forces, the disbandment of armed gangs and militias formed by the occupation, the guarantee of the Palestinian people's right to self-determination, and the establishment of an independent Palestinian state with full protection of citizens' rights.
