Why it matters:
A resolution against Iran would further escalate tensions at a time when cooperation between Tehran and the IAEA is already strained following Israeli and U.S. attacks on safeguarded nuclear facilities. Moscow argues that politicizing the safeguards regime undermines global non-proliferation norms.
The big picture:
The latest IAEA Director General’s report noted continued cooperation between Tehran and the agency despite challenging conditions created by military attacks on Iranian nuclear sites. Russia says Western powers are ignoring the root cause of the current difficulties, the illegal strikes carried out by the U.S. and the Israeli regime.
What he’s saying (Russia’s statement):
Russia’s Deputy Permanent Representative to International Organizations in Vienna, Roman Ustinov:
The Director General’s report contains no call for “urgent action” or for a resolution against Iran.
Russia’s representative highlighted that Iran has provided inspector access to unaffected facilities.
He criticized the report for failing to condemn U.S. and Israeli attacks on Iranian safeguarded sites.
Ustinov warned that Western-backed draft resolutions would “weaponize the safeguards system against undesirable states.”
Key points:
Ustinov said constructive cooperation between Iran and the IAEA Secretariat continues despite military pressures.
Russia described the attacks on Iranian nuclear sites as “irresponsible, aggressive, and illegal,” violating international law, the UN Charter, and the IAEA Statute.
Moscow said the United States and the three European countries (E3) are orchestrating a “systematic politicization” of Iran’s nuclear file.
The draft resolution, Russia argues, ignores the real cause of the current challenges: U.S. and Israeli aggression.
Go deeper:
Moscow says that adopting the resolution would weaken the verification process in Iran, narrow diplomatic space between Tehran and the IAEA, and normalize the practice of using the agency as a geopolitical tool, something Russia describes as a dangerous precedent for the entire non-proliferation framework.
