Amir-Abdollahian added: We announced our protest, but Turkey said that the dams are located in mountainous areas and only for hydropower use.

"We had meetings with experts at the Ministry of Energy, which says that there are many serious ambiguities in the construction of dams near Iran's borders," he added.

Iranian Foreign Minister about illegal construction of dams on the Tigris and Aras rivers by Turkey said: These dams beside creating problems for our people and the region, will harm the river discharge.

Amir-Abdollahian said: It is not suitable for the Islamic Republic of Iran that our friendly and neighboring country take measures in dam construction.

He continued: "In the last eight months, I have talked about this matter twice in person and several times by telephone with the Turkish Foreign Minister. It was decided to form a joint water committee between the two countries."

Amir Abdollahian added:" We informed the Turkish Foreign Minister of our technical ambiguities. They said the aim of dam construction is the production of Hyrowater, and they do not need the water at all, and they will store it in winter and release it in summer.

Iran's discontent with the Taliban over the Kamal Khan dam

Referring to the differences between Iran and the Afghan governing body regarding Iran's water rights over the Hirmand River, the Iranian Foreign Minister stressed: "We are not satisfied with the Afghan Interim Administration (AIA) on the Hirmand River issue."

Iranian Foreign Minister Hossein Amir-Abdollahian said in a public session of the parliament: "We are not satisfied with the governing body of Afghanistan on the case of Hirmand. However, in our conversations with the Acting Minister of Foreign Affairs of Afghanistan, we have repeatedly emphasized in diplomatic negotiations as well as in the media that the Islamic Republic of Iran reserves its right to the water of the Hirmand River.

Hossein Amir-Abdollahian, said Afghanistan after the construction of Kamal Khan Dam, ignored Iran's shares in the water of Hirmand.

Iran FM said that After the Kamal khan dam opened, a small share of Hirmand reached Iran for a while because the reservoir was complete after the severe flood.

Amir-Abdollahian said that when Kamal khan's reservoir was complete, we asked the Afghanistan government to open the dam and release water. Still, Afghan officials asked for $3 million to dredge the river while Iran was ready to dredge itself.

Referring to the meeting of the Iran-Afghanistan Border Commissioner, Amir Abdollahian added: "This meeting was held some time ago, and finally part of the water of Kamal Khan Dam was released."

The Foreign Minister said: "Despite the obstructions in Afghanistan, many efforts have been made by the Islamic Republic of Iran."

Amir Abdollahian also announced Afghanistan's opposition to Iran's offer to dredge the Kamal Khan River.

Kamal Khan Dam is a hydroelectric and irrigation dam project on the Hirmand River in southwestern Afghanistan, Chahar Burjak District of Nimruz Province. It is located about 95 km to the southeast of Zaranj.

Hirmand River water contract was signed between the Islamic Republic of Iran and Afghanistan on March 13, 1973, and according to it, 850 million cubic meters of Helmand water belongs to Iran annually.

According to Article 5 of the Hirmand River Water Treaty, Afghanistan does not claim more water from the river than stated in the treaty, even if it needs more water.
