Mohammad Javad Zarif's remarks at the end of his talks with Lavrov, who attributed the US presence to the Persian Gulf to escalating tensions in the region, suggest that Iran and Russia share close views on this issue, particularly security in the Persian Gulf region, are close.

Many analysts consider as important the shared views of Iran and Russia on security within the framework of strategic cooperation for the regional security.

These cooperative ties are especially important for maintaining stability in the West Asian region, but other factors have also been instrumental in accelerating the cooperation some of which, including the JCPOA, have been mentioned at the joint press conference of Zarif and Lavrov.

At a news conference in Moscow, the Iranian foreign minister noted that the US policy has been working to disrupt the implementation of Iran's international nuclear deal during the past year, acts of sabotage Iran has so far dealt with practicing strategic tolerance and patience. But unfortunately the European Union and the rest of the international community have not been able to withstand US pressure.

The Foreign Minister of Iran reiterated that certain rights in the JCPOA were envisaged in Articles 26 and 36, and went on to say that "If the Europeans fail to fulfill their obligations in the JCPOA, Iran's third step will be implemented."

Iran's emphasis on taking the third step to reduce its JCPOA's obligations occurs in a situation that the US obstructions in the way of implementing the deal in the past year have been evident, and some European countries' accomplice with US sanctions have hampered Iran's economic interests and many of its trading partners.

In such a situation, issuance of statement or declaration does not suffice to counteract the destructive policies of the United States because it requires action by all countries that oppose US sanctions and unilateralism.

As with security, the recent years' experience has shown that the US presence in the region either its military presence in Afghanistan or its imposing war and terrorism on Iraq, Syria and Yemen are the most important causes of insecurity in the region.

To counter these insecurities, it is essential to strengthen regional strategic cooperation. Indeed, US unilateral interventions in the region have created greater incentives to strengthen strategic cooperation.

These partnerships are certainly for the sake of peace and security in the region. Comprehensive agreements between Iran and Russia should also be evaluated in this context. 203/215
