In the seventh round of the talks began on November 29, before Iran submitted its proposal text to the other side of the Joint Comprehensive Plan of Action(JCPOA), some of the European side's countries have insisted on their non-constructive approach to the negotiations. This approach has caused differences shaped within the P4 + 1 group.

The negotiating representatives from the P4+1 side (China, Russia, France, UK, Germany) announced that they needed to retune their countries and receive consultations to continue the Vienna talks.

The P4 + 1 group countries made consultations and coordination among themselves in internal meetings without the presence of Iran.

In the previous six rounds of the negotiations, no agreement has been reached, but what has been achieved is a draft and can be negotiated.

The US was excluded from the international negotiations due to its unilateral withdrawal from the JCPOA on May 18, 2018.
