European Union High Representative for Foreign Affairs in response to the Iranian Foreign Minister's letter stated that he remains determined to continue working with the participants of the JCPOA.

Iran Press/Europe: European Union High Representative for Foreign Affairs Josep Borrell as coordinator of the Joint Commission of the Joint Comprehensive Plan of Action (JCPOA) said on Friday: "As we approach the fifth anniversary of the JCPOA, I should like to take this opportunity to recall the importance of the agreement. The JCPOA is a historic achievement for global nuclear non-proliferation contributing to regional and global security. I remain determined to continue working with the participants of the JCPOA and the international community to preserve it."

"I have received today a letter from the Foreign Minister of Iran referring Iran’s concerns regarding implementation issues by France, Germany and the United Kingdom under the Joint Comprehensive Plan of Action (JCPOA) to the Joint Commission for resolution through the Dispute Resolution Mechanism, as set out in paragraph 36 of the agreement," he added.

He further added: "As I have said previously, the Dispute Resolution Mechanism requires intensive efforts in good faith by all. As Coordinator of the Joint Commission, I expect all JCPOA participants to approach this process in this spirit within the framework of the JCPOA."

"The Joint Commission, which is responsible for overseeing the implementation of the agreement under the terms of the JCPOA, has met since 2016 to discuss the implementation of the JCPOA and address pertinent issues brought to the attention of the Coordinator by any participant," Borrell added.

Following the hostile policies of the three European signatories to the JCPOA, (Germany, Britain, and France), Iran's Foreign Minister Mohammad Javad Zarif in a letter to Borrell, warned about the EU's non-compliance on the JCPOA.

According to Foreign Ministry Spokesman Abbas Mousavi, presenting a surprising and harsh draft resolution by EU3, as well as the continued non-compliance with international obligations under the JCPOA and also the decisions of the Joint Commission, were marked in the letter of Mohammad Javad Zarif which was sent to European Union High Representative for Foreign Affairs on Sunday, July 2.

In the letter, Zarif said the Europeans have shown non-compliance with their commitments under article 36 of the JCPOA and it should be investigated by the Joint Commission.

The letter of the Minister of Foreign Affairs emphasizes that any interference in the cooperation between Iran and the IAEA is contrary to the provisions of the JCPOA, and could have negative effects on the basis of this cooperation.

According to article 36 of the JCPOA, also named Dispute Resolution Mechanism, "If Iran believed that any or all of the E3/EU+3 were not meeting their commitments under this JCPOA, Iran could refer the issue to the Joint Commission for resolution."
