Iran Press/ America: Cuba's Council of State, by the virtue of Presidential Decree number 281, decided to award the order, stressing the importance of the contribution of the Iranian scientist in reaching Cuba's vaccine technology transfer agreements.
At the proposal of Cuba's Minister of Science, Technology, and Environment, Elba Rosa Pérez, the Order recognized the collaboration of Biglari in the development of Soberana 02. for the support of the scientist that led to carrying out the third phase of clinical studies on the vaccine candidate so to obtain approval for the emergency use of in Iran.
Similarly, such cooperation allowed reciprocity of academic knowledge, while opening the possibility of a significant commercial exchange.
The Council of State recognizes with the Carlos J. Finlay Order the merits and contributions to the development of the natural or social sciences of Cuba of national and foreign personalities.
Also deserving the distinction are research activities that made an exceptional contribution to scientific progress and for the benefit of humanity. Recently, the director-general of the IFV, Vicente Vérez, paid a visit to Iran, where he held meetings with representatives of that country, including Foreign Minister Mohammad Javad Zarif, and Biglari.
