in a letter to Guterres,

Iran’s Ambassador to the United Nations, Amir Saeid Iravani, has sent an official letter to the UN Secretary-General and the President of the Security Council condemning the assassination of Dr. Kamal Kharrazi and describing the act as a deliberate terrorist attack against a civilian figure.

In the letter, Ambassador Iravani stated that the assault on Dr. Kharrazi’s residence constitutes a clear instance of a targeted killing of a prominent civilian, in flagrant violation of international humanitarian law, international human rights law, and the fundamental right to life.

Dr. Kharrazi, a former Iranian Foreign Minister (1997–2005) and former Ambassador to the UN (1989–1997), was widely respected for his deep commitment to multilateralism. Beyond his academic role as a university professor, he actively advanced peace through initiatives such as his continuous participation in the annual “Leaders for Peace” conference in Paris.

According to the Iranian ambassador, throughout his professional life, Kharrazi consistently demonstrated unwavering dedication to international law, the principles of the UN Charter, and the peaceful settlement of disputes as a cornerstone of global peace and security.

“Accordingly,” the letter emphasizes, “his assassination is not only an unlawful deprivation of a civilian’s life in gross violation of international law, but also an attack on diplomacy and the very foundations of peaceful international interaction.”

Iran has called on the United Nations to take a clear stance against the act and to uphold its responsibilities under the Charter.
