The head of the Atomic Energy Organization of Iran (AEOI) has reaffirmed Tehran’s commitment to cooperation with the International Atomic Energy Agency (IAEA) within the framework of the Safeguards Agreement, while emphasizing that Iran will adhere to its parliamentary law regarding sites that have come under the U.S. military attack.

Why it matters:

As with its nuclear program, Iran follows active development and legal compliance. By linking international cooperation to the parliamentary law regarding sites subjected to U.S.-Israeli June attacks, Tehran asserts its national sovereignty against acts of aggression.

On the ground:

  • 19%: Average progress on Bushehr units 2 and 3 (engineering, equipment, and construction).
  • 5,600: Number of workers (Russian and Iranian) currently on-site.
  • Target: Units to go online sequentially after the Iranian calendar year 1407 (2028/2029).

What we're hearing:

Eslami confirmed the Bushehr project is on a revised schedule. Meanwhile, Foreign Ministry Spokesman Esmail Baghaei doubled down on the diplomatic front, insisting Iran’s nuclear rights are "inherent" under the NPT and immune to political pressure; a clear message to the West as it insists on continuing diplomatic tensions.
