Amir Saeed Iravani, Iran's ambassador to the United Nations, said in a letter to the Security Council regarding Tehran's missile response to the US attack on Iran's nuclear facilities: "Iran's defensive action in targeting the US Al-Udeid Air Base in Qatar does not pose a threat to the friendly and brotherly country, the government of Qatar, and its noble people."

Iran's ambassador to the UN said: "In exercising the inherent right of self-defense enshrined in Article 51 of the UN Charter, and in response to the aggressive action of the United States in violating the sovereignty and territorial integrity of the Islamic Republic of Iran—which constitutes an armed attack."

And despite Iran's repeated calls for decisive action, it was met with silence and inaction by the Security Council—on June 23, 2025, the Armed Forces of the Islamic Republic of Iran took a defensive, legitimate, and proportionate action within the framework of international law and international humanitarian law by targeting the US air base in Al-Udeid, located in Qatar, he added.

Iran's Ambassador and Permanent Representative to the United Nations stated: "The action of the Islamic Republic of Iran is fully consistent with international law and international humanitarian law, and the target base is located at a considerable distance from urban and residential areas, in a way that prevents any collateral damage."

The Iranian ambassador emphasized: "The Islamic Republic of Iran emphasizes that this defensive and legitimate action does not pose any threat to the friendly and brotherly country, the government of Qatar and its noble people. Iran remains committed to its commitment to maintaining and strengthening the long-standing friendly relations between the two countries."
