Zarif's twitter post is a reaction to the acting Homeland Security Secretary Chad Wolf speech about the way to deal with protests in the US Portland, Oregon which he said: “All options continue to be on the table” to resolve what he called "violent protests" on Sunday.

One person was shot dead in Portland late on Saturday as protesters continue three months of demonstrations over racial injustice that have at times turned violent.
