Iran Press/ Iran News: About holding a neighbors' meeting on Afghanistan in Tehran, Saeed Khatibzadeh said: "At the first meeting of the foreign ministers of Afghanistan's neighboring countries, which was held online, we agreed to hold the next meeting in the presence of the foreign ministers in Tehran, which, of course, depends on the preparations."
The diplomat stated: "At the same time, it was agreed that Russia is included in the group; Russia will also be present at that meeting."
Iran-Saudi talks
Speaking about the Iran-Saudi talks, he added: "Four rounds of talks with Saudi Arabia took place in Baghdad, mostly on bilateral, regional relations, the Persian Gulf and Yemen."
Khatibzadeh stated: "The Tehran-Riyadh talks have entered a more serious direction."
Tehran-Baku relations
Regarding the relations between Iran and the Republic of Azerbaijan, the Foreign Ministry spokesman said: "The relations are normal, but at the same time, Iran has expressed its concerns. Baku has not met some of Tehran's expectations."
He added: "Iran has never closed its air and land borders to the Republic of Azerbaijan. They are open, and exchanges are carried out, but the two sides should not allow third parties to affect relations."
"We have all the components of a strategic relationship and comprehensive partnership with the Republic of Azerbaijan. We also hope that these relations will expand further and that the role of the foreign ministries of the two countries in this area is very important," Khatibzadeh noted.
E3 commitments
Regarding German Chancellor Angela Merkel's remarks and her request from Tehran to return to the nuclear talks immediately, Khatibzadeh said: "The German Chancellor and European countries should know that the former US President Donald Trump could not have pulled out of the nuclear deal without Europe's inaction. The parties must assure Iran that neither side will violate the Joint Comprehenssive Plan of Action also known as the JCPOA."
He said: "Germany did not fulfill many of its JCPOA commitments, and I am sure that the German Chancellor knows all the details, and if not, the German Foreign Ministry will inform her about them."
He noted: "No new text or agreement will be negotiated in nuclear talks."
Caspian Sea Legal Regime Convention
Regarding the ratification of the Caspian Sea Legal Regime Convention, Khatibzadeh said: "What is being signed is essential for the signatories to implement it from the moment the agreement is signed. Accordingly, we say that all parties must abide by what they have signed. The ratification process in each country has its own procedure, hence we must allow the Iranian Parliament to follow its own democratic path."
"In some countries, some conventions take years to ratify and are never ratified," the diplomat underscored.
President Raisi not to attend COP26
Iran's Foreign Ministry spokesman said: "President Ebrahim Raisi is not going to attend the UN Climate Change Conference of the Parties (COP26) in Glasgow, Scotland which is to be held on 31 October – 12 November 2021, and there has been no such plan basically."
"Iran is not a party to this climate agreement, and the Iranian delegation will not participate in this conference as they didn't in the past," Khatibzadeh added.
Iran voices readiness to help Lebanon build power plant
Elsewhere Saeed Khatibzadeh explained about sending fuel to Lebanon saying: "One of Lebanon's main problems is electricity, and one of the ways it supplies electricity is through power plants that are temporarily in ports and on ships."
Referring to the fact that Beirut is without electricity for hours and has very high costs, and one of the ways is to build ground power plants inside Lebanon, Khatibzadeh highlighted: "Iran can help with all its technical capacity to build power plants for Lebanon, and this readiness of Iran must be accompanied by the will of the Lebanese government and groups."
