The letter, sent on the occasion of the June session of the IAEA Board of Governors, criticizes the draft resolution presented by the United States. Araghchi questioned whether the Agency intends to once again become a tool for justifying aggression against peaceful nuclear facilities. He pointed out that less than 24 hours after the resolution was passed in June 2025, the U.S. and the Israeli regime launched illegal attacks on Iran's safeguarded nuclear sites, resulting in the martyrdom of many Iranian citizens.
Araghchi emphasized that the main sponsors of the draft resolution are themselves the source of the crisis they now claim to address. He referred to the numerous attacks by the U.S. and Israel on Iran's peaceful nuclear facilities, as well as the assassination of Iranian nuclear scientists and their family members since June 2025, as unprecedented in the Agency's history. He stated that such attacks have broad consequences for the international legal system, global peace and security, the non-proliferation regime, and the implementation of Agency safeguards.
Iran's Foreign Minister criticized the content of the U.S. draft for focusing solely on the consequences of recent developments while deliberately ignoring the root causes. He stressed that the vote of member countries will not only affect Iran's file but also the credibility, independence, and future of the IAEA and the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).
Araghchi called on Board members to approach the issue with vigilance, neutrality, and a responsible attitude, urging them not to allow the Agency to turn into a political tool for the United States.
In another part of the letter, recalling the U.S.'s illegal unilateral withdrawal from the JCPOA in 2018, Araghchi cited military actions against Iran amid diplomatic trends and extensive attacks on safeguarded nuclear facilities as signs of Washington's disregard for its international commitments. He called on Board members to oppose the resolution to prevent the situation from becoming more complex.
The quarterly session of the IAEA Board of Governors is currently being held in Vienna, where the U.S. has submitted a draft resolution against the Islamic Republic of Iran for review and decision.
