Iranian Parliament Speaker Mohammad-Baqer Qalibaf has described the joint letter of Iran, Russia, and China to the UN Secretary-General as a symbol of "strategic unity."

Why it matters:

The joint letter demonstrates a coordinated diplomatic move by Iran, Russia, and China against European efforts that triggered the snapback mechanism. The expiration of Resolution 2231 on 18 October 2025 means that Iran’s nuclear file is no longer on the UN Security Council’s agenda.

The big picture:

The document rejects European attempts to reinstate sanctions as “legally invalid. With the expiration of Resolution 2231, the IAEA’s reporting mandate has ended, Iran’s right to enrich uranium is formally recognized, and the nuclear file has exited the Security Council’s agenda. Additionally, the three countries sent a separate letter to the IAEA, urging adherence to the December 2015 Board of Governors resolution and rejecting unilateral Western interpretations.

What he’s saying:

Mohammad-Baqer Qalibaf:

"The joint letter of Iran, Russia, and China to the UN is “a symbol of strategic solidarity” among the three powers."

"The IAEA’s reporting mission on Iran’s nuclear program has ended, and the agency must adhere to the December 2015 resolution, not unilateral Western interpretations."
