Iran's Foreign Minister has described the misuse by three European countries of the JCPOA dispute resolution mechanism and the United Nations Security Council to restore the previously revoked UN Security Council resolutions against Iran, which faced opposition from several Security Council members, including two permanent members, as an illegal act that cannot have legal effects.

Why it matters: The European troika, under pressure from Washington, walked away from its commitments and abandoned the Joint Comprehensive Plan of Action (JCPOA). Therefore, the three European countries are in no position to activate the JCPOA dispute resolution mechanism, since it was because of them and the United States that the whole agreement unraveled.

Driving the news: Revival of expired United Nations sanctions against Iran is an illegal act that has brought the standing and prestige of the United Nations and its impartiality into question. Two permanent members of the UN Security Council, namely Russia and China, along with the Islamic Republic of Iran, have all unequivocally stated their opposition to this illegal act.

What he is saying:  According to IRNA, Seyyed Abbas Araghchi, the Foreign Minister of the Islamic Republic of Iran, who traveled to Uganda to participate in the meeting of foreign ministers of Non-Aligned Movement member states, explained our country's stances this morning during a speech at the general session of this meeting.

Emphasizing the need to uphold the fundamental principles of the Non-Aligned Movement, particularly the principle of the right of nations to self-determination, respect for the purposes and principles of the United Nations Charter, the prohibition of the use of force, and the condemnation of unilateral aggressive actions, the Foreign Minister called for strengthening the solidarity and unity of developing countries to confront the growing challenges and threats resulting from unilateralism and the dominance of certain powers.

Referring to the criminal assault of the Zionist regime and the United States against Iran last June, the Foreign Minister considered this action a stark example of lawlessness and rebelliousness by these two regimes and warned of the continuation of threats from them against global peace and security. Araqchi called the misuse by three European countries of the JCPOA dispute resolution mechanism and the United Nations Security Council to reinstate Security Council resolutions that had expired against Iran -- a move opposed by several Security Council member states, including two permanent members --as an illegal act that has no legal basis. The Foreign Minister, recalling the expiration date of UN Security Council Resolution 2231 and its provisions regarding Iran's nuclear issue on Mehr 26, 1404 (October 18, 2025), called on the member states of the Non-Aligned Movement to oppose the misuse of international bodies, especially the UN Security Council, for extortion and applying pressure on developing countries. 

Araghchi also emphasized that given the lack of competence of the three European countries to resort to the JCPOA dispute resolution mechanism, their proven bad faith, and the explicit opposition of the two permanent members of the Security Council to this move by the three European countries, the claim by the United States and the three European countries that the UNSC resolutions rescinded in 2015 would be reinstated under the JCPOA is invalid and therefore should not be recognized as having legal effect by any country.

Turning to occupied Palestine, Araghchi described the issue of Palestine as one of the most important international matters, stating that its resolution will not be possible without addressing its root cause, namely the occupation and the deprivation of the Palestinian people of their fundamental right to self-determination.

Araghchi, emphasizing the legitimate and legal right of the Palestinian people to continue their struggle to achieve the right to self-determination, reminded all governments of their responsibilities in this regard and stated that the Islamic Republic of Iran supports any action to stop the genocide of Palestinians, remove the occupiers from Gaza, provide unimpeded humanitarian aid, and rebuild Gaza, while also strongly emphasizing the need to end the impunity of the Zionist regime and to prosecute and punish Zionist criminals.
