Araghchi emphasized in his letter to UN Secretary-General António Guterres and the President of the UN Security Council the responsibilities of the Zionist regime and the United States following their acts of aggression against Iran.
He stated, “Given that the Security Council, under Article 39 of the Charter, is obligated to determine the existence of an act of aggression by the Israeli regime against the sovereignty and territorial integrity of the Islamic Republic of Iran, we hereby formally request that the Security Council recognize the Israeli regime and the United States as the initiators of the act of aggression and acknowledge their subsequent responsibilities, including the payment of compensation and reparations.”
The letter reads:
Based on the letter dated June 13, 2025 (S/2025/379) regarding the Israeli regime’s act of aggression against the Islamic Republic of Iran between June 13, 2025, and June 24, 2025, and other related communications, this serves as a reminder of the primary responsibility of the UN Security Council in maintaining international peace and security.
Since the Israeli regime’s aggression against the Islamic Republic of Iran began on June 13—a flagrant violation of Article 2, Paragraph 4, of the UN Charter—several residential areas, civilians, and civilian infrastructure have been deliberately targeted, which constitutes a clear breach of international law.
While the full extent of the damage is still being assessed, multiple hospitals and relief centers have been attacked, a grave violation of international humanitarian law. Additionally, energy facilities have been targeted with the aim of disrupting the daily lives of civilians.
Nuclear facilities under the supervision of the International Atomic Energy Agency (IAEA) in Qom, Arak, Natanz, and Isfahan have also been attacked by the Israeli regime and the United States, which is a blatant violation of the UN Charter, the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), IAEA documents, and its resolutions.
Given the current circumstances, and to fulfill the provisions of the UN Charter, as well as the Security Council’s obligation under Article 39 of the Charter to determine the existence of an act of aggression by the Israeli regime against Iran’s sovereignty and territorial integrity, we formally request that the Security Council recognize the Israeli regime and the United States as the initiators of the act of aggression and acknowledge their subsequent responsibilities, including the payment of compensation and reparations.
