The Iranian Foreign Minister wrote: "The Arak heavy water reactor – a facility under comprehensive safeguards of the International Atomic Energy Agency (IAEA), and built in accordance with the technical specifications agreed upon in the Joint Comprehensive Plan of Action (JCPOA), which makes any proliferation risk impossible – was bombed yesterday in broad daylight by the Israeli regime."
"It is imperative that the United Nations Security Council, which is convening today, uphold and enforce its Resolution 487, which was unanimously adopted in response to the Israeli regime’s attack on Iraqi nuclear facilities in 1981," he added.
Araghchi also stated, "The language of that resolution is unambiguous: any military attack on nuclear facilities constitutes an attack on the entire safeguards regime of the International Atomic Energy Agency and, ultimately, an attack on the Non-Proliferation Treaty (NPT). This resolution applies not only to past actions but also to future behavior, and establishes a clear legal standard against the use, or threat of use, of force against safeguarded nuclear facilities."
According to the Iranian Foreign Minister, "If the Security Council fails to act today, it must explain to the international community why its legal principles are applied selectively on such a critical issue. In the event of a collapse of the global non-proliferation regime, this Council, along with the Israeli regime, will bear all responsibility."
