Mikhail Ulyanov, Russia's envoy to Vienna-based international organizations, has declared that France, Germany, and Britain (E3) are legally barred from invoking the nuclear deal's snapback mechanism against Iran, while condemning recent Israeli-U.S. attacks on Iranian nuclear facilities as "clear violations" of the UN Charter.
