Iran urges UN to block US attempt to snapback, calling it ‘null and void’

Majid Takht-Ravanchi, Iran’s permanent ambassador to the UN, calls the US’ claim on the return of the UN sanctions against Iran as 'null and void', saying the UN and its Security Council should block any attempt to reinstate the bans.

Iran PressAmerica: Sending a letter to the UN Security Council and to the UN Secretary-General early Sunday, Takht-Ravanchi said: "None of the members of the Security Council, in response to the US action, not only denied the US authority to activate the return process of previous sanctions but also through individual or joint letters to the President of the Security Council, 13 members of this body categorically denied the legal validity and acceptability of the US letter."

The envoy referred to similar comments made by the overwhelming majority of Security Council members at the Security Council meeting on August 25, as well as the August 20 letter from the EU Foreign Policy Chief and coordinator of the Joint Comprehensive Plan of Action Josep Borrell, and the statement of JCPOA Commission meeting on September 1. 

“Statements and letters have made it clear that the United States is not a member of the JCPOA and will not be able to begin the process of reinstating past UN sanctions,” he added.

In the letter, which is to be registered and published as a document of the Security Council, Iran's permanent representative to the United Nations stated that the stated the US aims at completing the elimination of the JCPOA and its strategy to achieve this goal is to create legal complexity through the presentation of arbitrary and one-sided interpretations and quasi-legal arguments.

"Iran is confident that members of the Security Council will once again oppose the US attempts to abuse the council and undermine its authority and credibility," Takht-Ravanchi added.

He also wrote on Twitter in response to the US action, saying: "UNSC member states continue to maintain the US is not a JCPOA participant, so its claim of 'snapback' is null and void."

"US is still in violation of JCPOA and Resolution 2231—swimming against international currents will only bring it more isolation," the Iranian envoy said.

Despite the global rejection, even by its allies, US Secretary of State Mike Pompeo said that the US has reimposed UN sanctions against Iran based on the snapback mechanism on Saturday night. 

Other countries have rejected the US’ claim that it could reimpose the UN sanctions lifted under the 2015 landmark nuclear deal as the Trump administration withdrew from the accord in 2018 and was no longer a party to the JCPOA. 

Therefore, they are not expected to recognize snapback sanctions.

A few hours before Pompeo’s announcement, Iranian Foreign Minister Mohammad Javad Zarif said in a televised interview that there was no mechanism for the US to enforce its “snapback.” 

He also warned other countries that they would be subjected to the same treatment if they did not resist the US move.

"The Americans themselves know that their claim in this regard is false, and in this context, they are trying to use bullying to advance their goals and as they have claimed they will boycott anyone who sells weapons to Iran," the top Iranian diplomat said.
