People will benefit from the government's social and economic support Rabiei said, adding that Iran's Third Development Plan is based on local primitives.
Rabiei asks NGOs to help quake-hit areas
The government spokesman invited NGOs to step in and help the disaster-hit people's problems solved.

Rabiei also referred to the unprecedented precipitations in the early months of the Iranian new year which brought about good experience in facing natural disasters, saying that the experiences can be effective in times of crisis.
Ali Rabiei on Monday morning paid a visit to the quake-hit area of Varankesh in East Azerbaijan Province, North West of Iran to supervise the process of rescue and resettlement.
A 5.9 magnitude earthquake hit the city of Tark in Mianeh, East Azerbaijan Province of Iran on Friday morning.
At least 6 people killed and 500 others injured in this quake.
