President Rouhani blames European partners in JCPOA of 'lacking willingness' to keep Iran nuclear deal going.

Iran Press/America: Hassan Rouhani in a press conference in New York has slammed Europe for showing an "inability or lack of willingness" to keep the Iran's nuclear deal going, putting "all the costs and burden on the shoulders of Iran". 

According to Iran Press, Rouhani continued, "the Joint Comprehensive Plan of Action (JCPOA) is the result of two years of seven-party negotiation and the UN endorsement, but the United States violated the UN Security Council resolution."

He added that “Maximum pressure is the American precondition for negotiation, however Iranian nation will not accept that”.

Iran's president said: "The P4+1 pledged to fulfill the JCPOA," and "Europe proposed many financial systems, but has proven to be incapable or unwilling to act."

He also said, "It is not possible that Europe stays in the JCPOA, but only Iran pays the price," adding, "We will continue to negotiate with the JCPOA parties, and if they do not fulfill their obligations, the reduction of the commitments will continue."

Rouhani went on to say, "The French president is looking for a solution, but when we approached the Europeans, they said that they had to get America's approval as well." 

He also added, "Together with France, other parties are working on a solution as well."  

President noted that the Europeans first stated that they work through central banks, then after a few months, they said they would fulfill their financial commitments through the Special Purpose Vehicle (SPV) system, and in the next phase, after a while, they said working through Instrument in Support of Trade Exchanges (INSTEX) would do the financial part of the nuclear deal which did not work in practice. 

Rouhani said, "It is impossible for Iran to fulfill its commitments under a multilateral deal with the other sides leaving the deal." 

Elsewhere in the press conference and in response to a question about Iran's missile program, Rouhani said, "It is in Europe's interest to not ask Iran on this issue because they are already indebted to us so much."
