Senior Hamas official Mousa Abu Marzouk has called on Israel to fully fund the reconstruction of the Gaza Strip, citing the extensive destruction and the rights of over two million Palestinians who have lost their homes, shelters, and livelihoods.

Why it matters:

International estimates place the cost of rebuilding Gaza between $50 billion and $80 billion. Over 70% of the damage is concentrated in the housing sector, leaving millions displaced.

A UN Security Council resolution emphasizes reconstruction and holds Israel accountable for the destruction.

The big picture:

Israel launched its war on Gaza in October 2023 aiming to dismantle Hamas and retrieve Israeli captives. It failed to achieve those objectives and was ultimately forced into a prisoner exchange agreement. On October 9, 2025, Hamas officially announced the end of the war and the completion of the exchange. However, Israel has repeatedly violated the ceasefire terms, complicating efforts to begin urgent and comprehensive reconstruction of Gaza’s critical infrastructure.

What he’s saying:

Mousa Abu Marzouk:

“Rebuilding Gaza is a duty and a right for the Palestinian people. The occupiers are responsible for the destruction and must bear the full cost. Reconstruction must be immediate, comprehensive, and include infrastructure, healthcare, roads, power plants, and water systems.”
