At least 170,000 households remain without power in Osaka, as well as neighbouring Hyogo prefecture, according to local electricity operator Kansai.
The 5.3 magnitude quake shook Osaka, on Japan's main Honshu Island, around 8 a.m. Monday local time (7 p.m. Sunday ET) according to the US Geological Survey (USGS).
The Japan Meteorology Agency put the magnitude at 5.9. It rated the quake at "6 Lower" on its JMA Seismic Intensity scale, meaning the shaking would have been severe enough to make it difficult to remain standing.
The earthquake struck during the Monday morning rush hour, and forced a halt to some rail services. As a precaution, flights were also delayed in Osaka airport.
Many commuters in the Monday morning rush hour were left stranded as the quake disrupted rail operations in central and western Japan.
