Iran Press/ Iran news: Announcing the information about Enrique Mora's trip, Ali Bagheri, Iran's Deputy Foreign Minister, tweeted: "Exchange of views on bilateral and regional issues including Afghanistan, as well as talks on lifting oppressive sanctions are on the agenda of this trip."
Enrique Mora's visit to Tehran comes at a time when the United States and European members of the agreement have not taken any concrete action, despite the Islamic Republic of Iran's emphasis on the importance of objective and verifiable steps to ensure Iran's interests in the Joint Comprehensive Plan of Action.
However, diplomats from Britain, Germany, and France wrote in a memo on Wednesday, referring to the Chief of Staff of Josep Borrell's visit to Tehran:
"The meeting comes at a time when Vienna talks for removal of sanctions on a full return to the Joint Comprehensive Plan of Action have been suspended for almost four months by Iran."

This position is reiterated by Europe, while the poor performance of Europeans, including France, has been one of the causes of problems in implementing the JCPOA.
The issues and problems created by the lack of goodwill and disloyalty of the United States in implementing the JCPOA are not issues that can be ignored and continue the negotiations without concrete results. It is clear that Europe's responsibilities to the JCPOA have not been appropriately implemented, and this process is a kind of confirmation of the US unilateral actions.
Mehdi Safari, Iran's Deputy Foreign Minister for Economic Diplomacy, said at a high-level meeting marking the 60th anniversary of the first Non-Aligned Movement conference in Serbia, referring to the Europeans' foot-dragging toward JCPOA:
Europe's inability to deliver on the small economic benefits promised to Iran following Trump's illegal withdrawal from JCPOA, as well as the US administration's reluctant hesitation to abandon the failed "maximum pressure" policy, are the main reasons for the current lack of progress in implementation of the Nuclear Deal.
A critical opportunity for activation of JCPOA will be created when actual violators enter the right path for the return of JCPOA, but there is much work to be done in this regard.
Two crucial issues regarding JCPOA, EU, US
The first issue is to pay attention to the importance of time and not to miss the little opportunity left in this period. Therefore, instead of exercising pressure on Iran, the Europeans need to make a serious and urgent decision to fulfill their obligations to maintain the deal and identify measures to lift sanctions and nuclear steps through expert groups.
Gwadi Calvo, an international affairs analyst from Argentina, referring to the EU's weaknesses and Iran's distrust of their unfulfilled promises, believed that for the negotiations to progress well, transparent and credible guarantees must be given to Iran by the other parties.
The second issue is the return of the United States to the JCPOA, which does not require any negotiations because the path of the United States in this regard is quite clear. Just as the United States withdrew from the agreement and imposed illegal sanctions on Iran, it can return to the deal.
Of course, given the importance of the issue to all parties to the JCPOA, one can expect the Vienna talks to remove sanctions to resume in the not-too-distant future. However, in these negotiations, Iran is definitely "seeking rights that the United States has violated in the JCPOA and Europe has been reluctant to compensate.
The fulfillment of these demands must also be verifiable and objective to convince Iran to return to the commitments it made up to a year after the withdrawal of the United States from the JCPOA, which is a challenging test for the Western parties.
Hence, Enrique Mora's talks in Tehran today are expected to lead to an acceptable conclusion.
