Iran Press/ Iran News: "I express to the heroic people of Bolivia my most sincere congratulations on their overwhelming victory over the Yankee Empire's destabilizing plans," Zarif tweeted.
"Congratulations to the president-elect, Luis Arce, and vice-president David Choquehuanca for this valuable popular victory," Iranian FM added.
In Sunday's Bolivian presidential election, Socialist Party candidate Luis Arce, a former economy minister under Evo Morales, won the election with more than 52 percent of the vote, which was a crushing victory over centrist rival Carlos Mesa.
Exiled former president Evo Morales on Monday signaled his intention to return to Bolivia after Arce's victory.
Morales resigned on November 10 after losing the armed forces' support in the midst of the crisis that left 36 dead and hundreds wounded.
On Monday, Foreign Ministry spokesman Saeed Khatibzadeh said that Iran welcomed the returning of democracy and power to the Bolivian people after a tense year.
