According to an Iran Press report, in the open session of parliament on Sunday in which the parliamentarians were reviewing the details of the bill on Iran joining Combating the Financing of Terrorism (CFT) convention, Ali Larijani, Speaker of parliament, read out Ayatollah Khamenei’s response to his earlier letter asking the Leader about his opinion.
The Leader's reply is as follows:
Dear Ali Larijani, Speaker of the Majlis (parliament):
Following your telephone inquiry as to whether I had any objections to Majlis reviewing and examining the CFT bill, one of four bills related to The Financial Action Task Force (FATF), what I said at the meeting with MPs (representatives) on the four bills and conventions related to the origin and fundamentals of the conventions and not to any specific convention; therefore, I have no objection to these bills being discussed and examined in the parliament according to the usual legislative procedure".
The Speaker of parliament Larijani said the letter was given to him by Hejazi from the Leader's office.

Combating the Financing of Terrorism (CFT) involves investigating, analyzing, deterring and preventing sources of funding for terrorist activities. The CFT bill is one of four bills connected to The Financial Action Task Force (FATF). The Financial Action Task Force is an intergovernmental organization founded in 1989 which tries to tackle the issue of terrorism financing.
On 20 June 2018 Ayatollah Khamenei in a meeting with Iranian lawmakers and parliamentarians slammed global powers for making conventions that would only serve their own interests and said: "The country members of these conventions have no role in creating them. The global powers prepare these conventions based on their own interests and benefits. Then, allied, submissive, compliance countries enact these conventions in their, countries.”
In the meeting, the Leader of the Islamic Revolution stressed that Iran has no problem accepting conventions that bring about laws of stability and fighting corruptions while preserving its own independence. His Eminence added: When an independent state, like the Islamic Republic of Iran, rejects them, it is reproached by saying, ‘150 other countries have accepted the agreement, why wouldn’t you accept it?’ Some of these conventions have useful articles; no problem.
The solution is that the Islamic Consultative Assembly (Majlis) itself enact these articles as laws. For instance, a law for combating terrorism can be enacted.
