What they're saying:

The Treasury Department claims that Paknejad oversees the export of billions of dollars of Iranian oil, with allocateing billions of dollars of oil to Iran's armed forces for export.

It also claims to have sanctioned owners or operators of ships that delivered Iranian oil to China or removed it from storage.
