Why it matters:
Since Iran has already held four rounds of indirect talks with the U.S. to make the parties sure that Iran's nuclear industry aims at peaceful purposes only, in case of activating "Snapback Machanism" by E3 (Germany, France, and U.K.) it can affect the results of the diplomatic path chosen by the Islamic Republic of Iran.
Flashback:
On 14 July 2015, the five permanent members of the United Nations Security Council including China, France, Russia, the U.K., U.S.—plus Germany signed the agreement called Joint Comprehensive Plan of Action (JCPOA). Later, on May 2018 the U.S. unilaterally withdrew the agreement. Afterward, E3 didn't fulfil their commitments as well.
The big picture:
Following recent consultations with Russia and China, Iran has announced its readiness to travel to Paris, Berlin, and London to start a new chapter in its relations. The initiative has led to preliminary talks at the level of deputy foreign ministers. Iran believes that such a sensitive moment could significantly affect the future of Iran-Europe relations.
What he's saying:
Iranian Foreign Minister Abbas Araghchi on X: "Time flies and Iran is ready to turn over a card."
He called on E3 to have a srong will as Iran does.
