Iran Press/Iran news: Iran's Expediency Discernment Council held a session on Saturday to review the bill on the country’s accession to the UN Convention against Transnational Organized Crime, known as Palermo Convention in Iran.
Today’s session follows the one held on January 26, with the attendance of a number of Guardian Council members, foreign minister and economy minister, VP for legal affairs, governor of the Central Bank, and chairmen of the Parliament’s judicial and security committees, Iran Press reported.
The previous session concluded without a vote by the Council’s members.
The Palermo bill needs at least two third of the votes today to be endorsed by the Expediency Council.
The bill on Iran’s accession to the convention against the funding of terrorism (CFT) was rejected by the Guardian Council in early November due to some flaws and ambiguities inherent in the CFT bill, deemed contrary to Iran's Constitution. The bill was then amended by the parliament (Majlis).
On 5 January 2019, the Guardian Council spokesman Abbas Ali Kadkhodaie said that most of the flaws or ambiguities that led to the rejection of the bill on Iran's accession to CFT by the Council, remained unchanged, and were still problematic.
To fulfill Financial Action Task Force (FATF) requirements, Iranian President Hassan Rouhani’s administration proposed four bills to the parliament for approval, two of which are still undecided, including the Palermo Convention. They have been referred to the Expediency Council for a final decision.
UN Convention against Transnational Organized Crime (known in Iran as the Palermo Convention), is a multilateral treaty adopted by the UN General Assembly resolution of 15 November 2000.
Iran recently approved anti-money laundering (AML) legislation, which was a domestically-drafted bill, and it voted to join the CFT standards set by the FATF for years. 101 / 211 /201
