Moscow (IP) - The Ambassador of the Islamic Republic of Iran to Russia provided an in-depth explanation of the Comprehensive Strategic Partnership Agreement between Iran and Russia, highlighting that the agreement comprises a preamble and 47 articles that encompass all facets of bilateral relations.

Iran Press/Europe: In a recent interview with the Iran Press News Agency, coinciding with the Iranian President's upcoming visit to Moscow and the signing of the Comprehensive Strategic Partnership Agreement, the Iranian Ambassador elaborated on the significant aspects of this strategic document.

Kazem Jalali noted that the agreement includes a preamble and 47 articles, emphasizing that its signing and implementation will lead to enhanced cooperation across all domains.

The Iranian Ambassador to Moscow underscored that the drafting of this document was conducted with careful consideration of balance, independence, and respect for the territorial integrity of both nations.

Regarding the drafting and approval process of this agreement, Kazem Jalali stated that a comprehensive cooperation agreement was previously signed by Iran and Russia, which received approval from the Iranian parliament in 2001. This earlier agreement, which has been in effect for 20 years, reached the end of its implementation period in 2021.

He further explained that an automatic extension process was incorporated into this agreement for an additional five years, meaning that if neither party expressed a contrary opinion before the conclusion of its implementation period, it would be automatically extended, thus extending the agreement until 2026.

The Iranian Ambassador remarked that the leaders of the two countries concluded that the existing agreement was outdated and insufficient to address the contemporary issues in their relations, which have significantly expanded since 24 years ago. Consequently, it was agreed to update the agreement with the consent of the leaders.

Kazem Jalali indicated that for the revision and formulation of the new agreement, the foreign ministers of both nations had previously agreed that the Islamic Republic of Iran would draft the document.

He added that the draft of this strategic document was prepared by Iran and subsequently presented to the Russian side.

In discussing the specifics of this agreement, the Iranian Ambassador stated that it encompasses all dimensions of bilateral relations, including political relations, alignment of perspectives within the power structure, and strategies for engagement in international forums. Furthermore, it addresses economic cooperation, provincial collaboration, implementation of projects, and partnerships in both bilateral and multilateral formats.

He noted that, given the energy resources of both Iran and Russia, the agreement anticipates cooperation in international trade and energy sectors.

Jalali also highlighted that the comprehensive agreement includes provisions for technological cooperation, particularly in new technologies, information security, and cyber security. Additionally, it encompasses collaboration in peaceful nuclear energy, defense and military matters, counter-terrorism efforts, environmental concerns, issues related to the Caspian Sea, as well as combating money laundering and organized crime.

Concerning the security and defense provisions of the agreement, Kazem Jalali emphasized that independence, self-reliance, and national security are paramount concerns for the Islamic Republic of Iran, which has been a priority for the past 45 years.
